  • Tier 1 (High Risk): Countries like China faced tight restrictions or full bans on importing cutting-edge AI chips due to national security concerns. 

  • Tier 2 (Medium Risk): These countries could buy AI chips, but only with special licenses or case-by-case approval. 

  • Tier 3 (Low Risk): Trusted U.S. allies—like Japan, South Korea, and European nations—could import freely with fewer restrictions. 

What’s Next: A Global Licensing Model 

According to reports, the Trump administration wants to ditch the tiered system in favor of a global licensing regime to involve country-to-country agreements, making it easier for U.S. companies to sell AI chips internationally—especially to China. 

This shift is welcome news to U.S. chipmakers like Nvidia, which has long criticized the restrictions. CEO Jensen Huang recently said China could become a $50 billion AI chip market in the next few years and warned that U.S. companies are losing ground to international competitors. 


However, others are cautious. AI firms like Anthropic argue that loosening the rules could expose American intellectual property and compromise security.
